国家粮食补贴和购销体制存在的问题及改革探讨

该文分析了中国粮食补贴政策实施的现状和存在的问题,提出了完善中国粮食补贴政策和购销体制的建议。粮食补贴实施以来,在提高农民种田积极性,稳定粮食生产,保障国家粮食安全等方面发挥了积极作用。但目前中国粮食补贴仍然存在着补贴目标不明确,补贴标准偏低,扭曲粮食市场价格形成等问题。研究认为,为进一步完善中国粮食补贴政策,应明确粮食补贴以保障粮食安全为重点目标,加快推行农产品目标价格制度,同时应加强粮食补贴的信息化管理、法治化建设等。

Proposals on Improving Grain Subsidy System of China

This paper summarizes the current situation and problems of grain subsidy in China and puts forward some suggestions to improve it. Study shows that grain subsidy has many benefits such as improving farmers＇ enthusiasm for farming,stabling grain production and so on. However,there are some deficiencies in grain subsidy of China,such as the subsidy goal is not clear,the subsidy standard is too low,and it also may distort the grain price in the market. At last,the paper proposes the following suggestions to improve the grain subsidy system,including defining that the key target of grain subsidy is to ensure the safety of food,but not to increase farmers＇ income; accelerating the implementation of the target price system; strengthening the application of information technology in subsidy pay,and improving the legalization of grain subsidy.
