Client-oriented concept originated from the new public administration movement in western countries in 1970＇s or 80＇s.Client-oriented concept demands the government should think in the position of clients,interact with them directly,know their needs so that it can provide diverse and convenient public products and services and regard their satisfaction as its basic target.Community policing strategy is one of its forms in our country where client-oriented concept has been effectively implemented.This strategy takes prevention and cooperation as its basic contents and people orientation as key values.Its operation mechanism agrees with client-oriented concept.But in its implementation,community policing strategy has many problems.In accordance with requirements of client-oriented concept,police agencies should perfect community policing strategy.
