| 摘 要： | 反腐教育需要入心入脑,法制教育要重纠正认知偏差,警示教育要重调适不良心理,形势教育要重辨析错误观念。预防犯罪需要打击为先,可以从提高刑事追诉力度、完善腐败制裁体系、平衡刑事制裁等方面提高打击效果。控制犯罪需要提早干预,可以尝试诱因免疫、权力监督、条件控制、心理干预等措施。

| Abstract: | Corruption- combating education needs to be taken into the heart, thereinto, legal education should focus on correcting the cognitive bias, warning education should focus on adjusting unhealthy psychology, and situation education should focus on differentiating and analyzing the misconception. Crime prevention promotes ＂fighting -first＂ to enhance the fighting efficiency through improving criminal prosecution, perfecting the corruption sanction system, and balancing the penal sanction. Crime control needs early intervention in the measures of trying cause immune, power supervision, condition control, and mental intervention. |
