| 摘 要： | 经济收入差距扩大、政治权益保障失衡和社会保障不公等利益关系的失衡问题严重影响了社会秩序的稳定。运用公共政策协调利益关系必须坚持"公平、正义"的价值取向,重新界定公共政策的主体,改革政策议程设置方式。
