公共权力与欧盟的软治理

去公共权力化分析正在成为全球治理理论中的一个发展倾向。公共权力是指在一定范围内代表公共性施加强制或形成规范的一种力量。本文通过欧盟软治理案例来具体考察公共权力在欧盟治理中的作用。虽然一般观点认为,欧盟的硬治理主要由欧盟的公共权力推动,而欧盟的软治理主要通过治理参与方的自觉约束和自我认同来推动。但是本文考察后的结论是,即使在欧盟的软治理中,公共权力同样是必不可少的。本文认为,多中心治理不能排斥公共权力作用的发挥,而是需要以公共权力的发展作为补充。
