中欧主权观分歧及其影响

历史上,主权是欧洲人发明,中国人被迫接受的概念;今天,主权是欧洲人试图埋葬,中国人极力捍卫的原则。中欧在主权概念上存在明显的认知分歧。主权观分歧对于中欧关系的影响总体上是消极的,使中欧之间容易孳生误解和争端,使中欧更难在很多双边问题上达成一致,并使中欧在第三方问题上的多边国际合作复杂化。但主权观分歧并未妨碍中欧建立战略伙伴关系。鉴于强化还是弱化国家主权对于中国和欧洲来说具有完全不同的意义,双方应积极携手管理在主权问题上的认知分歧,通过相互避免、相互保证和相互适应,打破中欧关系中的主权僵局。
