| 摘 要： | 随着社会进步和民主化程度的提高,公民参与公共决策的广度、深度逐渐增强,范围不断拓宽。公民参与公共决策的方式也由间接参与转向间接参与和直接参与相结合并偏重于直接参与,公民参与的渠道也不断增多,公民参与公共决策逐渐步入制度化和法治化轨道。

| Abstract: | With social growth and advanced democratization,there have big progress for citizen's participation to public decision-making in width,depth and scope.Moreover,the means shifts to the combination of indirect participation and direct participation,which naturally stress the latter,rather than single indirect participation ever.The fact demonstrates diversity of participating channel and the track of both systematization and legalization. |
