| 摘 要： | 文章从分析三农问题出发,认为三农问题说到底是一个农民权益被损害的问题,是一个有效保护农民权益的问题,而有效保护农民权益的措施是制订《农民权益保障法》,并对《农民权益保障法》的立法设想做了说明。
