社区警务背景下的我国安全社区建设

社区警务的精髓在于"公众参与、社区警察和多机构齐抓共管","安全社区"的真谛在于"跨部门合作、人人参与和共享",由此达成的理论共识和实践同步将在社区乃至社会形成互动共赢的格局。公安机关积极参与社区警务背景下的我国安全社区建设,一是将安全社区建设置于唤起公民意识、辅佐阳光警务、推进警民关系建设、创新公安社会管理的高度加以认识;二是具体参与建设活动;三是发挥骨干作用;四是推进标准化的安全建设。

Safe Community Construction in the Background of Community Policing

The core of the community policing is ＂public involvement and community policemen and multiagency governance＂ and the essence of safe community relies on ＂transagency cooperation, public involvement and sharing. As such, theoretical understanding can be aligned with practice, which will form an interactive win-win state in community or even in society. Police agencies should be actively involved in following safe community construction in the form of community policemen： 1. using the safe community construction to arouse citizens＇ conscience, assist Sunlight Policing Campaign, promote the police-citizen relationship and innovate police＇s community governance; 2. involvement in specific activities; 3. playing the role of backbone; 4. promoting the standardization of safe community.
