以人为本是科学的世界观。“人是社会的本质本原”这是历史唯物主义的基本原理。以人为本在国家政治学说中坚持以民为本,在伦理道德领域坚持社会主义人道主义,即尊重人、关心人、爱护人。要实现国家的现代化,必须培育合格的现代人。人的自由全面的发展是现代化的必要前提。当前建设创新型国家、节约型社会、环境友好型社会以及社会主义和谐社会都要以人为本,才可以顺利实现。
