非营利组织与公共政策的公共利益取向

非营利组织作为利益团体影响公共政策在程序上有利于公共决策的民主化,但由于利益冲突及利益团体之间力量不均衡,充分的利益表达并不一定最终形成代表公共利益的公共政策。为确保公共政策的公共利益取向,我们认为,客观面对并努力协调、平衡、整合各种相互冲突的利益比简单地抑制非营利组织在公共政策领域的影响更可取。

NPO and the Public Interest Orientation of Public Policy

As some kind of interest group, NPO is favorable to democratization of public decision. But because of the interest conflict and the power imbalance between interest groups, full interest articulation isn't sure to formulate a policy on behalf of the public interest. To ensure the public interest, in our opinion, compared with simply restraining the influence of NPO in the domain of public decision, it is preferred to face the contradicting interests objectively and make efforts in collaborating, balancing, and conforming them.
