| 摘 要： | 利益可以分为国家利益、社会利益和个人利益。国家利益与社会利益可以统称为公共利益。个人利益与公共利益之间存在冲突的现实性。行政法律制度的一个重要功能就在于协调国家、社会、个人三者之间的利益于一个良性的法律和社会秩序之中。

| Abstract: | The interest can bedivided into three sorts: the national interest, the social interest and the personal interest.The nationalinterest and the social interest can also be named as public interest.There is conflict between the personal interest and the publicinterest.The most anportant function of administrative law is to establish harmonious relations among the national interest, the socialinterest and the personal interest in a benign order of law and social. |
