| 摘 要： | 党的十六届四中全会通过的<中共中央关于加强党的执政能力建设的决定>不仅标志着党的自身建设进入了一个崭新的阶段,而且是新时期中国政治改革的宣言书和总纲领,具有重大的现实意义和深远的历史意义.当务之急是想方设法保证该<决定>真正得以贯彻落实,为此须加强对权力的制约和监督,为政治改革明确重点;推进依法执政,为政治改革构建平台;深化党风廉政建设和反腐败斗争,为政治改革保驾护航.
