政府职能转变视角下产业结构转型升级的挑战与对策分析

在对政府职能转变路径及其对产业结构转型升级影响机制进行分析的基础上,探讨了我国产业结构转型升级所面临的挑战与对策。政府职能转变经历由代替市场发展产业到扶持市场发展产业再到引导市场发展产业的路径,该路径主要通过动力转换机制、政策引导机制和平衡协调机制来实现产业结构的转型升级。但是,由于政府职能转变尚未完成,导致我国产业结构的转型升级在政府方面存在行政化阻滞和主观化风险的挑战、在市场方面存在自发性困境和垄断化风险的挑战、在社会组织方面存在主体性缺失和边缘化风险的挑战,应对这些挑战必须建立并实施"政府宏观引导、企业创新发展与社会自主配合"的多元治理框架。

Analysis on Challenges and Tactics of Industrial Structure Transformation from the Perspective of Government Transformation

This paper systematically discusses the challenges and countermeasures faced by China's industrial structure transformation and upgrading based on analyzing the path of government function transformation and its influence mechanism on industrial structure transformation and upgrading. It is found that the government transformation has experienced a path from replacing the market to supporting the market and then to guiding the market to develop industry. The industrial structure is transformed and upgraded through engine transferred mechanism, policy guiding mechanism and balanced coordination mechanism. But due to government transformation not completed, the transformation and upgrading of industrial structure in our country still encounters the challenges of security administration block and subjective risk in the aspect of government, spontaneous dilemma and monopolized risk in the aspect of market, and subjective deficiency and marginalized risk in the aspect of social organization. In order to solve these challenges, we should establish and implement a multi - governance framework featuring " macro - guidance from the government, innovation and development of enterprises and self 一 reliance of the society".
