| 摘 要： | 《公安院校警务化管理规定》在各公安院校中施行多年,但其制定存在着体例结构不统一、调整对象不清晰和部分语词不准确的缺陷。其制定的理论还存在着不足,施行中现状欠佳:警务化管理机制没有得到有效落实、部分条文落后于时代的发展等方面。对策:明确《规定》的适用范围,重塑警务化管理的内涵,提升制定理论。

| Abstract: | Policing Administration of Police Colleges has put into effect for years;however,there are deficiencies in its formulation,such as inconsistent structure,inexplicit adjustment of its objects and inaccurate wording.The theory it developed still have some defects and its current implementation is not satisfying: police management mechanism is not effectively implemented,and some of the provisions lag behind the development of the times.Countermeasures: defining the scope of its application,remodeling of the concept of policing management and upgrade the theory of its development. |
