| 摘 要： | 人大代表作为选民的“受托人”,在行使职权的过程中,其言论和行为始终要围绕着选民的利益和意志。人大代表应具备代表意识、较高的文化素质、较强的判断能力和有较强的工作能力、协调能力以及一定的法律知识。职业代表制的引入是提高人大代表素质的有利途径。
