论基层公安队伍管理的正规化

基层公安机关是集打、防、管、控于一体的综合性战斗实体,是＂三基＂工程建设中的重中之重,而队伍建设则是公安工作的根本,也是保证。因此,基层公安队伍管理的正规化对于搞好＂三基＂工程有着重要的意义。应对基层公安机关队伍管理正规化的内涵、原则和内容等一些基本问题进行研究,为基层公安机关队伍管理正规化提供理论支持。

On the Standardization of the Management of Public Security Force at the Grass-root Level

Public security organs at the grass-root level are an integrated combat entity that combines fighting,defense,management and control,which is the most important part in the progress of the ＂three bases＂ project.And team building is the root and also the guaranty of public security work.Therefore,the standardization of the management of security force at the grass-root level is of great significance for the ＂three bases＂ project. This article did a systematic study on some basic issues such as the intentions,principles and content of the standardization of the management of primary public security authorities,aiming at providing a theoretical support for the standardization of the management of the force.
