| 摘 要： | 以人为本思想是马克思主义唯物史观、党的根本宗旨和中国传统文化精髓的重叠共识。在社会主义新时期,以人为本既是科学发展的根本目的和根本手段,又是构建社会主义和谐社会的必然要求和核心内容。基于此,必须把以人为本作为推动科学发展与促进社会和谐的首要原则,贯彻落实到各项工作之中。
