党的十七大报告指出，只有发展的成果由人民共享，社会实现较大程度的和谐，才能更好地调动广大人民群众一起投身社会主义建设事业，推动科学发展。让人民群众共享改革发展成果是构建社会主义和谐社会的根本要求，也是马克思主义的一贯主张。让人民群众共享改革发展的成果必须实现好维护好发展好最广大人民群众的根本利益，必须处理好效率与公平的关系、充满活力和安定有序的关系、正视矛盾和化解矛盾的关系、调动新兴社会阶层积极性和保护贫困阶层利益的关系。让人民群众共享改革发展的成果是构建社会主义和谐社会的重大任务，对于全面建设小康社会，构建社会主义和谐社会具有极其重要的意义。
