当前我国农民非制度化政治参与的原因及对策分析

作为一种手段性参与，农民非制度化政治参与具有形式多样化、过程无序化、趋势扩大化的特点，其根源在于市场经济影响下的社会利益分化。另外，农民政治参与机制不健全、基层政府行为不规范、熟人社会和传统政治文化的影响及农民自身素质不高也是引发农民非制度化政治参与的重要原因。在新农村建设过程中，需在大力发展农村经济的基础上，完善农民政治参与机制，转变基层政府职能，消除熟人社会的不利影响，培育新型农民以使农民政治参与走上制度化道路。

The Reason and Countermeasures of Peasants'Non-institutional Political Participation in Present China

As a kind of participation method,the farmer's non-insitutional potitical participation has the characteristics of diverse forms,disorder process,and extending tendency.It results from the social benefit differentiation under the market economy conditions.In addition,peasants' political participation mechanism is not perfect,and basic governments' behavior is not standard.Furthermore,the influence of Acquaintance Society and traditional political culture and peasants own poor quality are also causes of peasants' non-institution political participation.Therefore,in order to urge the development of peasants' institution political participation,in the process of constructiong new rural area we should develop the rural economy,and perfect the peasants' political participation mechanism,and change the basic governments' functions,and eliminate the influence of the Acquaintance Society,and cultivate new peasants.
