摘    要:在突发事件中,为实现公共服务目标而在公共部门与非营利部门间建立合作伙伴关系,这种模式可以为低效率的官僚制管理提供另一种选择。对911事件的实证研究表明,各级公共部门之间及公共部门与非营利部门间加强沟通和协调尤为重要。

Abstract:This paper examines the problem of building cooperation among public and nonprofit organizations to achieve public service goals in emergencies. It explores what factors contribute to successful public - nonprofit partnerships, and what factors inhibit their development. Its theoretical framework draws upon the extensive literature in public - nonprofit partnership, social capital and inter - organizational relations, with a particular focus on decision making under conditions of uncertainty. The paper applies this framework to study the relationships that emerged among public and nonprofit organizations following the World Trade Center crisis on Sept ember 11, 2001 in New York City. The effective response and recovery require well - coordinated partnership and trust between government agencies at all levels and between the public and nonprofit sectors.
