论警民关系转型与重构

警民关系直接反映了国家政权与广大民众的内在关联，也极大地影响着整个社会的稳定和发展。由于改革开放后经济社会变迁与治安形势日趋复杂，导致警察与公众对警务运作产生截然不同的评价，客观上造成警民互动减缓，相互关系疏离。作为警务活动主体，公安机关和人民警察应主动从思想认识、组织保障、工作落实等多角度，深入贯彻群众路线。只有辩证对待警民关系及其转型与公众的认知变化，加强舆论宣导，重视危机公关、注重实训，讲究艺术，能动开展群众工作，才能努力再造平等、和谐的警民互动。
