| 摘 要： | 规范执法既是党和政府的要求，也是人民群众的吁求。加强执法规范化建设，要强调以法律为自洽的范畴，在实定法范畴内达成规范执法，即以现行法律为执法的唯一和最高标准，以法律解释技术为桥梁，沟通事实与法律，以实现统一的执法程式和执法尺度，促成执法的确定性、规范化。

| Abstract: | The construction of law enforcement standardization is not only the demand of the Party and the government,but also the appeal from the people.To strengthen the construction of law enforcement standardization,the current law should be viewed as the only and supreme standard of law enforcement.Taking law hermeneutics as a bridge,connecting the fact and the law,the unified formula and scale of law enforcement can be realized,and law enforcement can be a certainty and standardized. |
