| 摘 要： | 中国社会发展的失衡性导致了户口迁移制度改革的必要性和紧迫性。改革二元户籍制度 ,用新的观念和方式促进人才的流动已成为当务之急。户口迁移调控是为社会各方面改革与发展服务的配套改革 ,加入WTO后意味着我国人才运行机制得以极大改善 ,尽快实现迁徙自由 ,其客观条件是可行的。

| Abstract: | The unbalance of Chinese social development leads to the necessity and urgence of the reform of census register system.The reform of dual census register system and the talent flow with new concepts and methods is in badly need now.The adjustment of census register functions as an attached part of the service to the reform and development of the society.The entry into WTO means that the operating system of talents has been greatly bettered so that the realization of free movement is well-conditioned and available. |
