对国际贸易中的绿色壁垒的重新解读

随着经济全球化的发展,自由贸易与环境保护之间的冲突愈演愈烈。两者冲突的集中体现就是绿色壁垒问题。绿色壁垒,通常都是作为一个负面概念而出现的。文中从另一个角度客观地分析了绿色壁垒的含义和性质,进而将绿色贸易壁垒与以追求自由贸易为目标的WTO体制相联系,认真评价WTO的环境与贸易政策及其发展趋势,以期寻求出环境与贸易关系的平衡点,摆正国际贸易、经济可持续发展与环境保护的关系。最后,对中国在WTO体制下应对环境与贸易的冲突问题提出了建议。

Reinterpretation of Green Barriers in International Trade

With the globalization of world economy,the conflict between free trade and environmental protection is more and more compelling.The uppermost embodiment of it is green barriers,which usually appear as a negative concept.The paper analyses the meaning of green barrier from another point of view,and connect the question with WTO.The author give serious evaluations about the living regulations of WTO in order to find a way to harmonize the conficting two sides:environment protection and free trade.In the end,the author also gives the suggestions to help china in dealing with the problem.
