摘    要:就目前而言,上海国资国企改革和发展的总体情况可以概括为:监管工作努力,国企发展有成效;问题是系统性的,根源在于体制机制.上海国资国企"十二五"改革发展总要求是,充分汲取央企和外地国企的典型经验,通过体制机制的根本性转换来带动国企的跨越式发展;通过减持及改制退出等综合性举措,既为非公经济尤其是民营经济投入创造空间,又为及时补充养老基金、展现国企社会责任要求及公有制实现形式发挥特有价值.

Abstract:So far,the NOE reform in Shanghai can be generalized as followed,diligent supervision,effective NOE development and defective system.The general requirement of NOE reform in Shanghai is to fully absorb the typical experience of the Central and foreign enterprises and promote the great leap of NOE through complete transformation of the system.Private sectors will be provided sufficient space and special function of NOE can be exerted in the aspects of social duty and supplement of social security fund.
