网络环境是社会和谐系统的有机构成。网络是一柄“双刃剑”,网络的负面效应危害着社会和谐,诸如网络非道德化倾向成为滋生网络违法犯罪的温床,网络成瘾症阻碍人的发展,网络犯罪是社会和谐的大敌等。必须从构建和谐社会的战略高度,维护网络安全,净化网络环境。网络的和谐,既靠法律,又靠道德。必须坚持“依法治网”与“以德治网”并举,加强依法管理、加快安全技术研发等措施,形成一套综合治理对策。

To Purify the Net Environment and Enhance the Harmony of Society
