| 摘 要： | 不平衡增长是手段,平衡增长是目标.西部大开发是继实施不平衡增长战略后,为促进区域平衡增长的必然安排,在这一历史进程中,实施反贫困战略对于促进地区平衡有着重要意义.西部地区典型的二元经济结构决定了西部开发既不是纯粹的西部工业化,也不是简单的东部大翻版,更不是单纯的西部大扶贫,西部开发肩负着实现西部工业化、现代化的追赶型、跨越式发展与消减贫困、缩短差距的特殊的双重任务.
