| 摘 要： | 从实证角度分析,我国传统城市管理及其体制经历了四个发展阶段的历程,当前则存在着认识根源、城市管理体制、财税支持体制和街道工作基础等方面的现实矛盾。我国现代城市管理及其体制改革在战略取向上将向第五个发展阶段跃升,对策建议上应着力推进模式、机制、基础、原则创新。

| Abstract: | From the empirical view,our traditional administration and system have experienced four phases,and perceptive tradition,urban administration system,supporting system for finance and tax and street work are currently existing difficulties.We insist that our modern urban administration and its system reform will go across the fifth phase strategically,with the solution focusing on the promotion of model,system,foundation and principle innovation. |
