群体性事件防控问题初探

群体性事件具有违法性、冲击性、危害性,其发生会对我国的政治稳定和社会和谐产生不良影响。因此, 对于我国现阶段群体性事件的研究显得十分重要。本文从分析国内、外群体性事件研究现状入手,着重对引发群体性事件的可知、可防、可控性因素的现状、特点,以及防控群体性事件的可改进、提高要素的现状、效果、改进提高方式及预期效果等的研究。其有关探讨着力体现“求真务实”精神,重点放在立足现实、提高效绩,为党委、政府决策服务上。

On the problems of preventing and controlling the group events

Group events have irregularity, impulsion and harmfulness. When they happen, there is blight to the political stability and social harmony of our country. So it is quite necessary to research on the existing group events. The article started with the analysis on the status quo of the research on both domestic and overseas group events, emphasized on the research on the status quo and characteristics of the notifying, preventing and controlling factors which cause group events, the status quo and effect of the improving and advancing factors of preventing and controlling group events and the manners and anticipation of improving and advancing. It was based on the reality and served for the decision of the Party and the government.
