| 摘 要： | 社会转型给劳动关系领域带来了巨大的变动。而经济全球化,使得资本的力量变得空前强大,也使得政府在劳动关系调解中缺乏可选择的余地。在劳动关系重建中,政府扮演什么样的角色,直接关系到劳动关系双方力量的对比,关系到社会的和谐和经济的可持续发展。

| Abstract: | Great changes have occurred in the area of labor relation during social transformation.The strength of capital has become unprecedented strong under the globalization and governments have less choice in adjusting labor relations. In the process of re-building labor relations,the role of government is connected with balance between both parties of labor relations and with harmonious society and economic sustainable development. |
