监狱警察职务“双轨制”运行模式的探索

我国监狱工作在取得显著成绩的同时，仍存在着一线警力严重不足的问题。在构建社会主义和谐社会过程中，需要在制度上创新，建立监狱警察行政职务和技术职务“双轨制”的运行模式，以增强监狱一线工作的吸引力，解决监狱一线警力不足的问题，从根本上提高监狱监管安全的保障系数，最终实现监狱改造罪犯的工作目标。
