| Abstract: | Authorization is a means to regulate power allocation among governments.Since the reform and opening-up,authorized structure has gradually become a stable systematic arrangement of political centralization and economic decentralization in the longitudinal relationship among governments.The arrangement gives a strong motivation to local governments,provides wide space for their innovation and competition and meanwhile ensures enough flexibility of the longitudinal relationship to be able to make adjustments ... |
