建立军队科技人才工资体制:一个分析框架

摘    要:我军高素质才短缺同军队科技人才工资体制的缺陷有关.这种缺陷主要表现在缺乏对军队科技人才工资的制度安排,工资机制方面的责权利关系不对称,工资体例不适应现代市场经济的要求和科技人员的职业特点,工资的人才评价机制和配套性制度相对缺乏.改革工资体制的思路是通过模拟市场功能,建立有计划的军队科技人才工资机制建立军队科技人才属性工资制度;总量控制、结构优化,重视效率工资;制订配套措施,保证军队科技人才工资制度产生好的系统效果.

Abstract:The shortage of high diathesis person with talent in our military group is the result of limitation of military welfare system which mostly represents in the lack of military talent welfare system, the lack of the symmetry among right,responsibility and obligation inside the pay mechanism. On the other hand ,the military pay style can not meet the needs of the modern market economy and the speciality of professional character with scientific and technic talent, and comparatively, There are not the judgement mechanism for person talent ability and corelation system. Therefore, we must find a new solution to build a plan of new payment mechanism for the military talent through simulating the market functions. That is, to sort a special payment system, to control total demmand, to optimize the mechanism, to focus on efficiency wage, and meanwhile, draw new joint measure ensuring a good system effect of military talent welfare system.
