| 摘 要： | 在经济全球化的进程中,环境与发展的矛盾日益突出。在国际社会,尊重国家环境主权、处理环境与发展关系、分担环境保护责任的实践中还存在着许多不公平现象。因此,必须建立和遵守国际框架的环境公平准则,努力实现全球的可持续发展。
