| 摘 要： | 1996年《行政处罚法》颁布实施以来 ,对规范我国的行政处罚行为发挥了应有的作用 ,但也存在不少问题。本文分析了我国行政处罚的现状和存在的问题 ,并借鉴外国经验 ,在行政处罚的有关程序和制度上提出了相应的对策与措施。
