The fundamental notion of Administrative Performance Evaluation (APE) is "Client-oriented". APE places heavy emphasis on the necessity of policy, plan and project. APE achieves the integrity of evaluation and responsibility. APE, on a quantitative basis, is a system that goes with the distribution of administrative resources. The establishment of APE can promete the constructing of "government of service to the people", "government of law", "accountability govemment", "efficient government" and "sustainable-offering government". It's feasible to popularize APE at the local level first. Priority should be given to the projects that have so much to do with people's living before it spreads to all local-govemmental public policies, plans and projects.
