行政绩效评估体系在地方行政改革中的运用

摘    要:行政绩效评估体系的基本理念是建立“顾客导向”的行政体系,它重视政策、计划和项目自身存在的必要性,实现行政评估和行政问责的一体化。行政绩效评估体系是基于量化指标、与行政资源分配相配套的体系。建立行政绩效评估体系有助于促进“服务政府”、“法治政府”、“责任政府”、“效能政府”和“可持续供给的政府”的建设。行政绩效评估体系宜首先在地方政府中推广;可以与人民生活关系密切的项目为对象,逐渐扩展到地方政府的所有政策、计划和项目。

Abstract:The fundamental notion of Administrative Performance Evaluation (APE) is "Client-oriented". APE places heavy emphasis on the necessity of policy, plan and project. APE achieves the integrity of evaluation and responsibility. APE, on a quantitative basis, is a system that goes with the distribution of administrative resources. The establishment of APE can promete the constructing of "government of service to the people", "government of law", "accountability govemment", "efficient government" and "sustainable-offering government". It's feasible to popularize APE at the local level first. Priority should be given to the projects that have so much to do with people's living before it spreads to all local-govemmental public policies, plans and projects.
