党的十六届五中全会把建设和谐社会主义新农村提高到“我国现代化进程中的重大历史任务”的战略高度。在新农村建设过程中，有许多工作需要做，尤其应把县域民营经济的发展放在一个突出的位置。文章以县域民营经济运作成功的典范为支撑，以其推而广之所具有的普遍借鉴意义为依据，进行了详实的论证。鉴于其所具有的重要地位，文章最后提出了加快发展县域民营经济发展的政策措施。

Discussion on Importance of the County-level Private-Sector Economy in the Construction of Harmonious Socialist New Countryside: Few Successful Cases

The harmonious socialist new countryside construction has been raised to a strategic height that is the important historic task during the modernization process in the Fifth Plenary Session of the 16th Central Committee of the C.P.C. During the process, many tasks should be finished, in which, the article puts forward that the county-level private-sector economy should be given a prominent place. The article takes the successful models as the example and the universal significance of the private-sector economy as the basis for analysis. At last, it gives some suggestions to prompt the private-sector economy development.
