摘    要:人力资源开发与管理是影响国有企业生存状况的一个很重要的问题.目前企业主要存在缺乏战略人力资源开发与管理等问题,主要原因是缺乏内外在制度动力,没有形成人力资本的理念等,应通过观念更新、建立战略人力资源管理体系等方式予以解决.

Abstract:Human resource development and management is a significant problem that is being influencing survival of the state owned enterprises. The key issue now for the enterprises consists in deficient strategies of developing and managing human resource. The main reason for such a reality is that the enterprises are short of both internal and external impetus in institution, and have not shaped a concept of human resource. It is thus necessary to renew concept, and establish a strategic system of human resource management for solving this issue.
