| 摘 要： | 资源、能源严重短缺已经成为我国国民经济和社会发展的瓶颈，因此，建设资源节约型社会迫在眉睫。在推进节约型社会建设中应充分发挥政府的主导作用。为此，政府必须树立六大意识，即责任意识、宣传意识、重点意识、创新意识、法制意识和人本意识。

| Abstract: | A serious resources and energy shortage has made up the bottleneck in the development of China＇ s national economy and society. Building a conservation-minded society, therefore, is a matter of great urgency. For this purpose, the government should foster awareness of duty, publicity,focal point, innovation, legal system and people first, and play a leading role. |
