供给侧改革视角下东北地区产业结构转型研究

2014年以来,东北地区经济呈持续低迷状态,深层次的结构性矛盾暴露,主要表现为供需结构不匹配,无效供给过剩与有效供给不足并存,产业结构未能根据经济结构变化适时进行调整。2015年国家提出供给侧改革,旨在从供给端入手解决转型时期的供需结构失衡问题。产业结构转型是供给侧改革的重要内容,供给侧改革有助于化解东北地区产业结构转型面临的多重困境。东北地区需要从要素配置、技术创新、制度创新、激发微观主体活力等四个层面推动产业结构转型,通过化解结构性产能过剩、强化技术创新与成果落地、坚持推进“放管服”改革、促进多元微观主体协调发展等具体路径完成产业结构转型,重塑供需结构平衡,推动东北地区经济可持续发展。
