在联合国改革呼声高涨的今天,安理会能否形成海湾战争期间的合作模式意义重大。五大常任理事国应考虑各成员国的外交需求和民族利益、事先取得一致,以此提高效率。理性使用否决权将是安理会进步的标志,表明安理会有能力消除威胁和平与安全的因素、挽救深陷困苦或濒临灭绝的生命。

My View on UNSC Reform

With more and more attention paid to the UNSC reform,the author believes if the UNSC could establish a Gulf War work relationship,taking diplomatic needs and interests of various parties and member states into account,considerable success would be led to.The problem of the Security Council is how to become more effective.The 5 Permanent Members should concert together in advance of crisis,applying veto with high standard,which would be a major step forward,indicating the Security Council is indeed able to maintain peace and security and protect endangered,or unfortunately,extinguishing human lives.
