Abstract: | The supreme soviet is the sole legislative body of a union republic. The laws, as well as other actions taken by a supreme soviet, expressing the sovereign will of the people as a republic, play an important creative role in resolving tasks in the building of communism. This circumstance determines the sociopolitical significance of the legislative activity of a supreme soviet. The Twenty-Fourth Congress of the CPSU put special emphasis on the fact that "the Party ascribes great importance to perfecting Soviet legislation."(1) |
