| 摘 要： | 统筹城乡发展是科学发展观的内在要求与根本方法、是贯彻十七大精神的迫切需要、是落实科学发展观这一重大经济社会战略指导方针的现实举措。我国城乡发展中出现了严重的不平衡不协调现象,存在着迫切需要解决的问题。科学统筹城乡协调发展,需要做好多方面的工作,要积极盘活运用好多种资源,其中归根结底要靠人才工作,核心是人才资源作用的发挥。要坚持多措并举、不断创新,培养造就大批高素质人才,最大限度地发挥人才应有的作用。

| Abstract: | Balancing rural and urban development is the fundamental requirement and method of scientific outlook on development, and the pressing needs to carry out the spirit of the 17th People’s Congress, is the practical measure to settle out scientific outlook on development, the significant social and economic development strategy. Severe unbalanced disharmony and pressing issues exist in rural and urban development. Many resources, especially human resources, should be wisely and positively used to balance rural and urban development. We should insist on taking various measures at the same time, creat new ideas consistantly and play full role of the talents. |
