论领导者在政府权威建设中的角色担当

对任何政府来讲,当它在社会上公开提出某种明确的要求时,就渴望实现与本阶级统治地位相一致的一整套理想目标,就需要建立政府权威来帮助实施。领导者素质、政策制定水平和领导行为在政府权威的形成、发展和维护当中作用非常重要。政策制定的科学性,领导者在政策执行方面的领导水平以及组织结构和体制保障政府的关系等都是建设政府权威过程中必须思考的问题。只有这样,我们才能预防领导错误和政府权威失去。

When a government openly puts forward some definite demands in the society,it longs to realize the whole sets of its goals consistent with its ruling position at the stage.And it needs to establish its governmental authority to help re- alize the aim.Quality of leaders,level of policy-formulating and conduct of leaders plays an important role in forming,de- veloping and safeguarding governmental authority.In the process of the establishment of governmental authority,it should be taken into account the scientific character of policy-formulating,the level of leadership in policy implementing and the leaderships between structure and system.Only in this way can we prevent faults in leadership and loss of governmental au- thority.
