| 摘 要： | 从国家理论的历史发展看,积极国家观与消极国家观共同演绎了国家理论进程并交互影响着国家实践发展。积极国家观倡导的个人与国家的和谐、个人权利与公共利益的统一、反对国家中立的价值取向、重视国家能力的积极作用等精神具有重要的时代价值。因此,在金融危机的背景下,从历史与现实的维度对积极国家观的发展与价值进行理性反思,对于现代国家发展有着重要的理论意义与现实价值。

| Abstract: | The positive state view and negative state view jointly interpret state theory process and influence state practice development in the history of state theory development.The positive state view was originated in ancient Greece’s rationalist tradition,prospered in France Enlightenment,popularized in Liberalism of the 1930s,and prospered in Communitarianism again.The positive state view advocates the harmony between person and state,and the unity between individual rights and public interests.It againsts the value orientation of state neutral and emphasizes the positive role of state capacity.This has an important value.Therefore,under the background of financial crisis,we reflect on the development and value of the positive state view from the dimension of history and reality,which has an important theoretical significance and practical value for modern state development. |
