| 摘 要： | 西方文官制度规定，高级文官不能参加政党的政治活动，不得担任国会议员，若要从政，必须先辞去文官职务。本文在梳理西方各国文官制度的基础上，对西方文官不得担任国会议员的原因做了系统分析和探讨，认为西方文官不得介入政治，将在维护资产阶级统治，保持社会稳定、经济发展等方面产生重大影响。

| Abstract: | According to western civil service system, junior civil service shall not be members of the parliament, and can not take part in political, especially leave the position.Based on western civil service system, the paper makes a systemic analysis on the cause of western civil service shall not be congressman.It argues that it is improtant to maintain capital rule, society stability and the devlopment of economics. |
