| 摘 要： | 社区警务文化是在长期社区警务活动中形成的具有社区特色的文化价值体系，是警察文化的重要组成部分。我国社区警务文化的推进、发展经过了萌芽、发育、成长、成型四个阶段。基于社区警务文化的特征、功能以及影响社区警务文化的要素与生态等的考量，需要确立推进社区警务文化建设的导向和原则，解决当前推进社区警务文化建设亟待解决的问题。
