多元逻辑视角下的警务改革:一个分析的框架

警务改革的研究应该跳出公安机关的视角,将其置于社会变迁的宏观背景之下,既要考虑到当前复杂的社会治安形势、国家的治理结构、国家法治化进程,同时还要以现代警务的构建为目标。在这种背景下,从理性的经济人视角出发,无论是党政部门,社会大众,还是公安机关都对警务改革存在着某种利己主义的逻辑与期待。因此,当前的警务改革是一种多重逻辑角色博弈并加以选择的结果。从现代警务构建的视角出发,警务改革的研究应构建整体架构,这个架构至少有三个层面:一是警务理念层面,二是警务体制和机制层面,三是警务技术层面。故此,警务改革具有一体多面性,应当共同推进,不可顾此失彼。

Policing Reform in Terms of Multiple Logics：Toward an Analytical Framework

Policing reform research should jump out of the angle of the public security and is put into the macro background which includes complex security situation, the country＇s governance structure, the progress of the rule of law and modern policing construction. In this context, the party or government departments, the public or the public security organs for policing reform have certain expectations. Therefore, the current policing reform is a choice after game playing of multiple logics. In terms of modern policing construction, the policing reform should build the holistic architecture which has at least three levels： the first is the level of policing philosophy, the second is the level of policing system and mechanism and the third is the level of policing technique. Thus, policing reform is integral whole and multi-faceted and should jointly be pushed forward.
