| 摘 要： | 科学发展观的基本内涵,包括民本发展、全面发展、协调发展、可持续发展和统筹发展.落实科学发展观,要在全面建设小康社会的实践中转向保持适度经济增长基础上的经济社会全面发展,更加突出地注重全面提高人的发展能力、降低发展成本、提供体制保障、促进城乡良性互动、拓展开放发展空间及转换政府职能等.

| Abstract: | The basic content of scientific development outlook includes people-based, comprehensive, coordinated, sustainable and planned development. To fulfill this outlook, it is essential to, in the practice of comprehensively constructing a well-off society, promote the sound development of an economic society while maintaining moderate economic increase, and lay more stress on such aspects as enhancing people's developing capacity, reducing the development cost, providing institutional guarantee, promoting the positive interaction between city and countryside, expanding opening and developing space and transforming government functions, and so on. |
